Background: Indonesia's trajectory toward the "Golden Indonesia 2045" (Visi Indonesia
Emas 2045) vision is fundamentally contingent upon a comprehensive economic
transformation outlined in the National Medium-Term Development Plan (RPJMN) 2024-
2029. As the world's largest archipelagic state, Indonesia faces structural bottlenecks in
macroeconomic governance, characterized by fragmented logistics ecosystems, high
supply chain costs, and the persistent threat of the middle-income trap.
Objective: This paper proposes a robust, dynamic governance framework that integrates
the Pendulum Alignment Theory (PAT) and the state-led Match-Making paradigm. The
primary objective is to engineer a resilient national supply chain architecture capable of
operationalizing the RPJMN 2024-2029 mandates and securing long-term endogenous
industrial capacity.
Methods: Employing a qualitative document analysis and conceptual modeling approach,
this study critically evaluates Presidential Regulation (Perpres) No. 41 of 2026 on National
Logistics Strengthening alongside the RPJMN 2024-2029 policy documents. PESTEL
forcing vectors are utilized to simulate systemic shocks and governance responses.
Results: The analysis reveals that static governance models are insufficient for
archipelagic complexities. By applying PAT, national logistics strategy must be
conceptualized as an oscillatory system constantly realigning among Cost, Quality, and
Responsiveness. To prevent systemic failure during extreme market fluctuations, the state
must act as an institutional "Match-Maker." The establishment of a National Supply Chain
Agency emerges as the requisite "damping mechanism" to synchronize inter-ministerial
efforts, consolidate demand, and upgrade domestic vendor capabilities.
Conclusion: Escaping the middle-income trap requires a paradigm shift from passive
market regulation to active supply chain orchestration. The unified PAT-Match-Maker
model provides policymakers with a scalable blueprint for economic governance, ensuring
that strategic initiatives—such as downstream industrialization and national nutritional
programs—drive sustainable macroeconomic resilience toward 2045.
